  • School/college leavers and council tax liability

This post is intended to inform a small but significant group of people, in order that they can avoid being ‘unknowingly overcharged’ on their Council Tax.

It affects single parents who have an 18 or 19 year old dependant who has completed a college course and finished their further education.

If you have been receiving the ‘disregarded persons’ discount on your council tax, this will come to an end and your liability recalculated, however many councils remove the discount at the date the course ends (July) which they should not do.

Taken from the ‘Guide to Council Tax published by the Department for Communities and Local Government’ –

If you are an 18 or 19 year old who left school after 30 April you will not be counted until 1 November of the same year. (You may continue to get a discount as a student if you go on to further or higher education.)

The actual legislation is Section 101 (2) of the Local Government Finance Act 1992.

If you receive an amended Council Tax Bill removing the discount in July, write to them asking for the Bill to be recalculated taking the above into account.
