    I've been in contact with all three CRA's, to see what policy and/or legislation governs the ability (NOT manner) in which information is added to individuals files.

    I now have an email from Experian:

    "Only registered client companies of Experian can record information about their customers on their credit reports.

    The client companies also have to obtain consent from their customer as part of their contract with them to be able to share information with a credit reference agency.

    If you have any further queries then please let me know."

    Now most if not all CCA's will obtain written consent, however I cannot recall ever giving consent to a utility company or even entering into a written agreement.....

    I hope this is of benefit to someone.

    From what I know
    If it is a credit agreement you agree to it when you sign and if it is sold on the new owner gets the rights and obligations.

    As for utilities I really am not sure , I have heard of people getting them removed
