    hi would really appreciate some advice dealing with angry enforcement officer who banged on my door at 7.45 this morning. He insisted I pay a debt and fees in full immediately or he would be taking my possessions. This bill is for a £35 parking fine outside my house when my permit was a few weeks out of date. Like the majority of single parents receiving no maintenance for my children my bills have become a heap of constant juggling and paid as soon as I can afford . I regret this bill was less urgent and when the fee doubled it became my full weeks wage of £111 soon after....The officer tried to manipulate me told me to save embarrassment of my neighbours seeing him there that I should allow him to enter to discuss payment. As a further £235 and £75 was to be added now for his charge.

    I apoligised and and said I would contact c.i.b today to arrange setting up a payment plan with an amount I could afford. He said ‘look lady I have a warrant for your car . Pay the fine now or I’ll take your car . I was shocked n begged him tha5 I need my car for work or I’ll get sacked. He replied then let me in to discuss this ...I was upset and shut the door. My car was parked outside a large locked gate at my alleyway . Blocking access to the school who also shares are alleyway to park school bus. My son checked if I was ok and went to school noticing the man was bent down at my car removing a clamp . I assume he put on before he knocked on my door.

    I didnt know know what to do but call the mobile number on the letter he gave me . He answered , and again I said I would contact c.i.b today regarding matter . He screamed down the phone , don’t you threaten me and hung up.

    I presumed hed simply heard me wrong as he wasn’t giving his voice a rest to even hear me so I called again . He asked , are you going to pay this today yes or no. I said I couldn’t pay it all in full and he hung up as I was in mid conversation .

    I tried again but he would not answer.

    i didnt know my rights and afraid he’d take my car , which my dad had bought me to help me n kids . At 8am I sent him a text repeating my intentions to sort a payment . No reply.

    I took my daughter to doctors at 9 for test results of ongoing medical concern. Unfortunately bad luck appeared again we were given bad news .....I consoled my daughter in my car near the doctors in fear of going home to have my car taken off me . ......

    i called my local c.i.b and left voicemail and await there reply . I walked home went online and messaged a live c.i.b helpline who advised not to let officer in . Not to have my car near my house and to contact c.i.b again .

    I did . And sent text to officer as follows (his reply is under as follows....also.

    I have contacted my local c.i.b regarding my debt. I await there reply . I have also spoke to the live helpline and they advised me to not let you enter my home as I am a single parent . I do want to make an offer of payment of £20 a month and await instruction of how to set this up from you. As you keep putting the phone down on me I have no option but to send this text . I am classed as vulnerable and claim benefits to support my income . I do not have full amount to pay today and ask to stop further fees to be added . I am able to offer £20 a month till debt is paid . Please send me payment details . My name is ....... I live at .......

    ⁃ £20.00 a month is not acceptable.

    Since I am already facing financial hardship and have no means of a magic money tree. Can I please request a statement of means form to detail my income and expenditure which you can calculate reasonable repayment schedule.

    ⁃ I can do the income and expenditure myself with you. To do that I will need to come and see you at your home and sign you up to an agreement.

    I'm able to fill out my details on a form without your assistance Thankyou And being a victim of domestic violence I trust you understand I do not give you or any other stranger permission to enter my home where my children live . I realise the urgency of this payment and the lack of compassion , understanding or due care to vulnerable people since attempting to clamp my car on your first visit to my home this morning after demanding payment in full. I want nothing more than this debt to be paid and still offer with immediate payment, £20 now and every month till debt is paid.

    ⁃ Not accepted. I am going to return the case for the Council to take further action.


    PLEASE WHAT DO I DO NOW . I haven’t slept a wink all night with worry .

    I'm far from an expert in these matters. others will be along, but the fact that he is returning it to the council is a good thing

    Did you know about the £35 charge? And was it the council? If so did you get notice about the charge? The fact that it is back to the council means, I believe, that you can talk to the council and arrange a payment plan.

    Did the council fail to send you an updated permit?

      Debt is like any other trap, easy enough to get into, but hard enough to get out of.

      It doesn't matter where your journey begins, so long as you begin it...

        For it to have got this far you must have received quite a few letters previously. Now that a Bailiff has visited then yes they are entitled to charge the £235 fee as well. Sorry to say but I think you have been ill advised previously as having explained things thus far very coherently then it may well be you cannot be classed as vulnerable. As for needing the car for work then again that does not work either and it could well be seized and sold. It appears the Bailiff has done everything correctly so far. Do you have any idea of the vehicles value as if it is only worth a couple of hundred then it would not be worth his while to remove it.

        As far as payment goes then you are in the driving seat as he has not been able to Take Control of any goods (unless he has written details of your car down and given you a copy, if so did he ask you to sign anything) and you should continue to deny him entry as there is no forced entry allowed at this stage.
