Three Romanians who fronted a document fraud operation selling fake identity cards have been jailed following a Home Office investigation

Vasile Gheorghe, Valentin Babtan and Andreea Necula offered forged Romanian and Italian identity cards and driving licences for up to £2,000 each.The trio were all arrested in March when Home Office criminal investigators raided properties in Eccles and Preston, seizing a bundle of the fake documents and a quantity of cash.

A gang of five was sentenced to a total of nine years at Luton Crown Court [on 19 September 2014] for trying to steal hundreds of thousands of pounds from wealthy customers. It follows an extensive investigation lasting more than a year, by the Dedicated Cheque and Plastic Crime Unit (DCPCU) – the police unit sponsored by the banking industry.

I can't discuss this as freely as I would like but this story does reveal some interesting details.

Members of the gang were first detected when in July 2012, a Barclays Bank employee wasapproached at a branch in Bexleyheath and put under pressure to order a card and PIN for acustomer with a high value account. The employee indicated he would help the fraudsters butalerted management immediately after the gang member left.

It goes on

Two other members of the gang were also linked to the frauds, Kyle Demetrius and David Ogun – a banking insider. Both were subsequently arrested and prosecuted. In total eight individuals were defrauded by the gang and many more frauds were in the process of being carried out.

I believe that 'insider' bank fraud is much more common than banks would care to admit, and it's very difficult for a bank to detect. It may only involve the 'insider' passing on customer details to a third party for money and thereafter they may not have any involvement. It is very fortuitous that the police were able to link the 'face to face' operator with those behind the fraud. An organised and unsophisticated group, and these weren't smart. can pillage a bank branch and beyond, for very large sums of money in a short space of time.

The points is that where an 'insider' is involved, and the bank admits it, then any losses should be taken by the bank. Banks don't like to publicise such cases because it makes people more likely to challenge banks when they claim that account fraud is their own fault and because if banks can't trust their own staff, why should customers ?

If banks don't do this, by their own admission and logical deduction, they are breaking the law. The only point at issue is what represents notification of the use of a bank account in the transfer of criminal funds but, considering that banks are legally required themselves to have an effective policy to remove these accounts before notification by anyone, this is not the point. These accounts, used for fraud, shouldn't exist in the first place if banks are discharging their statutory duties properly.

If banks don't have an effective policy, or have a policy that is evidenced to be ineffective, then the FCA should be taking stringent action. Aside from organised crime and terrorist funding these bank accounts undermine the whole financial system and even pose a threat to the banks themselves. The most feeble minded criminal is enabled to commit fraud up to a million pounds simply through the use of these accounts which are being opened on an industrial scale. The recent phenomenon of 'courier frauds' of which there must have been over 1,000 cases this year alone is created simply though the ease with which criminals can open 'disposable' bank accounts and the UK is unique in allowing this to happen, presumably because these frauds don't appear in crime statistics.

Having worked in banking and considered that I had a few brain cells at my disposal I find it personally offensive that criminals, who are largely witless, are able to waltz through current banking procedures so easily. This is an example from SW of one of the more IQ challenged criminal's scripts.

Bear in mind that these figures relate to London only and much of this crime is unreported because banks don't report it, there are many victims based overseas and there are serious concerns as to whether or not Action Fraud passes on details to include in published crime figures.

The UK and London have become global centres for internet crime, not because the UK is an internet hub, but simply because regulation and enforcement is weak and attracts those wishing to set up criminal operations with a banking system incapable of, or unwilling to, clamp down on the transmission of laundered funds.

Proposals for a new offence of failure to prevent economic fraud will be a catalyst for a debate which has been a long time coming.


The proposals, announced last month at the Cambridge International Symposium on Economic Crime, represent a potential seismic shift in the application of criminal law to corporations and white collar workers.

I don't believe for one second that such legislation, if it ever does get on the statute book, won't face organised and massive financial industry pressure to be be made worthless and unenforceable, but this does reflect a turning tide which is reflected in the recent decisions regarding payday loan companies.

Irrespective of the fact that 'anti-money laundering' legislation and obligations are designed to protect the country, it is worthless and ineffective if it is considered acceptable and to be working effectively if the victims of rampant and uncontrolled money laundering are just private individuals. The legislation should prevent money laundering and, though I do not demand perfection, when money laundering has become an uncontrolled and unregulated business operated by criminals using banking services, the situation is out of control and it is no longer unusual to find criminals controlling hundreds of bank accounts used in fraud.

Hi there,

Just found your site after looking for a car for my Son on Gumtree and establishing that something was not right and too good to be true. The same happened last week as well when I bumped into "ALICE" selling a Ford Fiesta from Halesowen and upon contact, she had relocated with her job and would ship car down to me within 2-3 days.

SO now I am dealing with Isabella Shuman who this morning advertised her car on Gumtree and located in Warley, Essex. £2,208 for a 2008 (58) plate 21k miles mint Fiesta (well below market value).

She currently has car on hold awaiting my Name, Address and e-mail account (which I have used to communiate with her/it). Oh yes, the car is not in Essex, but with a shipping company in Scotland where she has just moved because of her divorce and wants a really quick sale! She wants me to complete the deal via EBay so that I am protected and allows me 5 days to ensure that the car is what I want.

I have tried to contact the SFO and have completed a report on Fraud Alert at this stage.

I would love to catch these people and as I am currently buying this car (so they think), it is a live fraud taking place. However, nobody seems bothered to get back in contact with me.

Do you have any suggestions?
