    Hi,

    I'm a new boy to this site and need help/advice re a PCN received by my wife on 8th Jan 2015. I apologise if this matter has been raised before and am sure it probably has!

    The PCN refers to her car allegedly being parked at a car park she never uses on 5th December last in Ballymena Co. Antrim and we have been unable to identify anyone else in the family who might have been using her car that day. The PCN indicates that photographic evidence is available but I am led to believe that it will cost £10 to see this evidence.

    I also believe that a PCN needs to be issued within 14 days.

    My inclination is to not pay this notice but would appreciate any advice on the matter

    Keeper liability does not apply in Northern Ireland.That said i'd probably appeal anyway.

    Dear Sirs,

    I, as registered keeper, wish to invoke your appeals procedure. I believe my car was not in your carpark. I was not the driver of my vehicle at that time in any event. In any event your charges are penal in nature and not a genuine pre estimate of loss.

    If they reject your appeal (probably) then ignore them.
