  • Smart parking - 1 minute 49 seconds over allowed time

My daughter has received a PCN from SP with photos showing her entering and leaving a car park which has an hours free parking. It means she has gone over by 1 minute 49 seconds. I want to appeal this.

Suggested wording for the online appeal would be most appreciated.
