issue: shopping square Sunday parking exceeding two hours

On a fine sunday morning I parked in a shopping square to meet with a friend. It was free parking for 2 hours, unfortunately I exceeded the time by 13 minutes.

Wierdly the paring charge notice came to my previous address which they sent it to me.

Do I have any grounds for appeal? This is a phone only car park(pictures of signage and notice below)
