Divorce settlement issue

My husband’s ex got remarried in Sept 17 it states in their divorce settlement that she needs to pay my husband 17% of the value of the house on her remarriage as she got the house. We’ve had nothing from her despite writing to her. A) where does my husband stand legally to demand this money? B) can we charge interest for every month we do not receive the settlement monies from her ?
