    the driver may not have realised the signs said 20 minutes free parking.

    Has the legislation changed? What are the drivers options?

    WEdit your post so that the driver cannot be identified. Use "the driver......." etc

    So where is the original Notice to Keeper that you received?

    The law changed in 2012 with the introduction of Schedule 4 of The Protection of Freedoms Act in 2012 which allowed for the keeper to be held liable if they don't know the identity of the driver. They have many hoops to jump through to be able to take advantage of this but unfortunately PE usually get it right.

      The documents attached are all that have been seen at the moment? What is a Notice to Keeper? The vehicle is lease, could the Notice to Keeper have gone to the lease company?

      What is the worst case scenario if pursuing this case ie. Costs?

        Yes, the Notice to keeper would have gone to the lease company as they are the registered keepers (unless you hold the V5) They would have named you as the hirer and then you would have been sent a notice to hirer, along with some other documents. If these documents are missing then they can take no action against the hire. Does this seem feasible

          How can a person find out if Notice to Hirer was sent. Never heard of Notice to Hirer before 99.9% sure never seen one? Would you call the lease company to ask?

          if the docs ARE missing how do you stop the letters from coming?

            So please confirm
            Is you name on the V5 as the registered keeper
            Is that reminder notice addressed to you or was it forwarded from the lease company
            Can you post the back of the PCN reminder notice.

            If the docs are missing then they have no claim against the keeper/hirer of the car and you tell them to go away and not bother you again.
